It's a food ration for mosquitos! Or very tiny vampires. Tiny vampires are a little known plague, but very annoying. Thankfully, you can buy tiny  wooden vampire stakes at nearly any grocery store, under the codename "Toothpicks".

I assume the name is because of vampires having sharp teeth.
